Čelić was formed in 1991 by the parts seceeding from the Municipality of Lopare when Lopare joined the Srpska autonomna oblast Semberija i Majevica, one of the few Srpska autonomna oblast that formed Republika Srpska soon afterwards. In 1995, the Dayton Peace Accords confirmed the division with the IEBL (Inter Entity Boundary Line, the border between Republika Srpska and the Federation of Bosnia and Herzegovina).

The symbols of Čelić were designed by the late Džulaga Kahrimanović, from Čelić.
The flag (photo, photo of the table flag) is green with the coat of arms in the middle.

The coat of arms (municipal website) is composed of six elements: a fortification as a symbol of defense, a honeycomb as a symbol of perseverance of the local people, a crescent and star as the symbol of Islam and Bosniak people, a flower with two rows of twelve petals, symbolising the twelve settlements composing the municipality and twelve genocides experienced by the local people through history. The inner rows of petals is red while the outer row is green, except for one petal that is checky, designating the Croatian population living there. The golden fleur-de-lis is the statehood symbol, and the rising sun is the symbol of the rebirth of the municipality.
