it. Here is complete text of the coat of arms' grant:
Whereas, William
Shead, Mayor, Kenneth R. Conrad, Secretary-Treasurer, and Council for and on
behalf of THE CORPORATION OF THE TOWN OF SELKIRK in the Province of Manitoba,
Canada, having by Petition unto Us of date 24 March 1982 SHEWN;
That the
first meeting of the Municipal Council of the Corporation of the town of Selkirk
was held on 24 July 1882 pursuant to the powers granted to the said Council by
the Lieutenant-Governor of the Province of Manitoba on 9 June 1882 and pursuant
to "The Municipal Act" of the Province of Manitoba; That the first elected Mayor
of the Town of Selkirk was James Colcleugh, That the present site of the Town of
Selkirk was first settled by people of Indian ancestry and was the site of the
St. Peter's Indian Reserve and a Metis settlement which came to be known as
Selkirk; That in due course, with the continuous influx of people, Selkirk was
incorporated a Town and has enjoyed an extensive period of progress and growth;
And the Petituners having prayed that there might be granted unto the said
Corporation of the Town of Selkirk such Ensigns Armorial as might be found
suitable and according to the Laws of Arms, Know Ye Therefore that we have
Devised, and Do by These Presents Assign, Ratify and Con-firm unto the
Petitioners for and on behalf of the Corporation of the Town of Selkirk the
following Ensigns Armorial as depicted upon the margin hereof, and matriculated
of even date with These Presents upon the 49th page of the 62nd Volume of Our
Public Register of All Arms and Bearings in Scotland, VIDELICET: -
Quarterly Argent and Azure, on a cross Gules fumbriated Or, quarter pierced Argent a human heart Gules imperially crowned Proper, between in the first quarter a locomotive-engine contournee Sabre embellished Or, in the second quarter a Red River cart contournee Or, in the third quarter upon a sea undy inbase Argent and of the Second a York boat contournee Or, in the fourth quarter upon a sea undy in base Azure and of the First a steam screw ship contournee Sable. Above the Shield is placed a coronet appropriate to a Corporation of a Town, VIDELICET: -
a mural coronet Azure masoned Argent and in an Escrol below the same this
Motto "PER MARE PER TERRAS". by demonstration of which Ensigns Armorial the
Corporation of the Town of Selkirk is amongst all Nobles and in all Places of
Honour, to be taken, numbered and accounted as an Incorporation Noble in the
Noblesse of Scotland; in Testimony Whereof We have subscribed These Presents and
the Seal of Our Office is affixed hereto at Edinburgh this 1st day of June in
the 31st Year of the Reign of Our Sovereign Lady Elizabeth the Second, by the
Grace of God, of the United Kingdom of Great Britain, and Northern Ireland, and
of Her Other Realms and Territories, Queen, Head of the Common-wealth, Defender
of the Faith, and in the Year of Our Lord One Thousand Nine Hundred and
Eighty-two.
