The flag for the City of Guelph, Ontario can be seen at
http://mayorsblog.guelph.ca/2008/11/11/rembrance-day-recognizing-service,
where it is described as the City of Guelph flag.

It is horizontally divided white-green-white, but with the green stripe mostly overlain by a red stripe fimbriated white. Three red crowns are arranged two and one on the white stripes, and a white horse is in the centre on the red stripe. The words GUELPH and CANADA are written in black on either side of the lower crown.

This flag is that of the citizens of Guelph. There is also an official flag for the mayor.
