A banner-like flag is criticized for being too much like a banner, and not
enough like a flag.

The point of disagreement being a "blue banner", blue flywise stripe of one
sixth (or less) of the hoist in height, that runs over most of the flag, bearing
text "Niagara-on-the-Lake" in white, or in a different flag with a closely
related design "Queenston". One side want that "banner" removed because they
feel it makes the flag too banner-like, presumable because the "banner" doesn't
fit in with the rest of the flag, and the other doesn't want to remove it,
probably because the scheme of two flags differing in the name would break down
if they did.
