    You can find information about the at the St. Catharines website Kids Zone:

    Designed by Rev. Ralph Spence, our official flag was dedicated in 1979. The three divisions, unique to our Canadian Flag, were used with borders in green to depict "The Garden City". On the white center is a modernized version of out Coat of Arms with the gold cross representing the crossroads of Niagara Region.
