This is a case in which both "bendwise" and "in bend" need be used. The correct blazon would be "Gules, three arrows bendwise in bend sinister Argent". When more than one identical charge is blazoned, "~wise" indicates the orientation of the charges, whereas "in ~" indicates how they are grouped.
