Voluntary Police

The red strip at the hoist probably bears name of unit in white. This, combined with triangular 'fringe', shows that this was probably a land flag.

However its correct name was the County Guard, a conscript local auxiliary police force. Attached was the improved GIF of its flag (gazetted 17 June 1932).
The dimensions are officially given as thus:
White field - 96cm x 78cm
Red strip - 9cm x 78cm, with the name of unit; the sleeve was also red.
White disc - 9cm radius
Blue ring - 11cm radius
White rays - 21cm radius
Blue disc - 23cm radius
Red triangular fringe - 3cm base x 2cm tall; the top and the bottom of
the flag had 36 triangles each, the fly had 26.
Red pole: 234cm long x 8cm circumference
White bronze spearhead finial: 22cm long
Red tassel beneath the finial: 22cm long
White bronze pike base: 15cm long

Note: However the specifications also comes with the note "The dimensions of the Party Emblem should follow the ROC National Emblem and National Flag Act..." This can be interpreted to mean the de jure National Emblem, or the Nationalist Party emblem which was widely used as the de facto National Emblem. In any case I have drawn the flag images according to the original specifications... the versions with the other emblems are also drawn.
