The Sistema Nacional de Bomberos de Colombia (Colombia Firemen
National System) is the "confederation" or "association" of all the
Firemen Corps that exist in the country (since all this entities are
descentralized, they are binded together by this system and act
according to common policies, but regarding budget and expenses, they
are administered at the local level, that is, each Municipality is in
charge of its own Firemen Corp (notice that "Corps" is not used here
in the military sense of several Armies together, but rather in a
"body" or "bureau" type of definition).

here, where they mention that the Sistema Nacional de Bomberos de Colombia
is composed of:
a. Los Cuerpos de Bomberos (The Firemen Corps);
b. Las Delegaciones Departamentales de Bomberos (The Firemen Department
Delegations) and the Delegación Distrital de Santa Fe de Bogotá (Firemen
District Delegation of Bogotá) also known as UAECOB;
c. The DGPAD (Dirección General para la
Prevención y Atención de Desastres, General Directorate for the Prevention and
Attention of Disasters)
of the Ministry of Interior;
d. Junta Nacional de Cuerpos de Bomberos de Colombia (Colombian
Firemen Corps National Board);
e. La Delegación Nacional de Bomberos (Firemen National Delegation).
There are two types of Corps:
1. Cuerpos de Bomberos Voluntarios (Voluntary Firemen Corps)
Established by Law 322 of 1996 and Decree No. 953 of 1997.
2. Cuerpos de Bomberos Oficiales (Official Firemen Corps) Established
by Law 443 of 1998, Decree Law 1569 of 1998 and Law 200 of 1995. Some
parts of the Law 322 of 1996 also apply.
The Firemen (that is, its members) are associated in the Confederación
Nacional de Cuerpos de Bomberos de Colombia (National Confederation of Firemen
Corps of Colombia)

Here's the description of the flag from the Firemen Corps of the
Municipality of Liborina,
Antioquia:
"BANDERA DEL SISTEMA NACIONAL DE BOMBEROS DE COLOMBIA
La bandera es de fondo color blanco con llamas rojas y en el centro
del área blanca va el Escudo Nacional de Bomberos. El blanco
representa el agua y el rojo el fuego, lo cual significa que el poder
del agua sobre el fuego." The flag is the CoA (

) in the middle of a horizontal white flag, with waving red lines
symbolizing fire flames.

The UAECOB (Unidad Administrativa Especial Cuerpo Oficial de Bomberos
Bogotá) (Special Administrative Unit Bogotá Official) for its size is
a separate unit and has the budget of a Firemen Corps of the size of a
Department (rather than a Municipality). Its official website is
