War started in Cauca against the central goverment. Leader of
revolt was T.C. Mosquera that want to more power for his region,
Cauca, the greatest in the country. Mosquera won (take Bogota 18
July 1861) and obtain the presidency of the confederacy
(1860-63). The constitution of Rionegro was established and gave
more power to states. National flag and merchant ensign were
altered by decree of 26 July 1861 (source: Flagmaster). Restrepo
has his opinion that only the merchant ensign was changed since
the decree quote "nuevo pabellon...." (new ensign...)
or perhaps it was an attempt to merge both flags into a single
one. Reconstruction of this flag is different from Flagmaster and
Restrepo. Stars points are not quoted and Flagmaster use 5
pointed stars , and Restrepo 8 pointed.

On 12 April 1861, a new sovereign state was created : Tolima.
This state readopted (7 September 1861) the arms which was
approved by the Chambers of the Mariquita Province on 7
Dcemeber 1815. A law established definitively the state on
31 January 1863. The arms of Tolima were adopted later by the
current department.
