The flag of the president of the republic is square, horizontally divided blue-white-red with the national coat of arms in the middle (whose height is 1/2 of the tricolour, according to the image). The flag is bordered with a white border of 1/8 of flag width, consisting of red and blue triangles with base of 1/12 of the flag width along the edge and height of 1/8. In the corners there are blue trapezoids.

The flag of a member of the Supreme Defense Council is square, horizontally divided blue-white-red, with the national coat of arms in the middle.

The flag of the Minister of Defense is square, horizontally divided blue-white-red, with the Yugoslavian Army coat of arms in the middle. In the emblem, the wreath to fly is made of oak leaves and the wreath to hoist is made of laurel.
The flag of the Federal Minister of Defense (Zastava saveznog ministra za odbranu) was adopted on 19 January 1995.

The two parts of the ribbon below the eagle are supposed to represent the tricolour flags of the two states constituting the federation, joining into the wreath to make the united tricolour of the federation. The symbol used on the flag is the symbol of the Army of Yugoslavia (Vojska Jugoslavia), now renamed Vojska Srbije i Crne Gore, but still using the same symbols, presumably at least until a new national flag is adopted. This symbol is the emblem of the Army, encompassing the land army, navy and air force.
