The flag of a Flotilla Commander is a blue triangular swallow-tailed flag, in proportion 1:2, with a yellow anchor in the canton.

Pascal Vagnat, 24 January 1999

The indentation depth is equal to the hoist size, the anchor height is 3/5 of the hoist, and it is offset from the upper edge for a half of its height. Width of the anchor is 3/4 of its height and offset from the hoist for half of that width. There seems not to be an explicit definition of the vertical size at the fly, but it seems to be 1/3 the hoist.

Brigade Commander

The flag of a Brigade Commander is a red triangular swallow-tailed flag, in proportion 1:2, bordered blue with a yellow anchor at the hoist.

Pascal Vagnat, 24 January 1999

Border width is 1/10 of the hoist size. The anchor is 1/3 of the hoist high and width is 3/4 of the hoist. Half of that width is size from hoist to anchor. The same specifications shall be applied to the other pennants shown below.

The flag of a Division Commander is a white triangular swallow-tailed flag, in proportion 1:2, bordered blue with a yellow anchor at the hoist.

Pascal Vagnat, 24 January 1999

A division is smaller than a brigade. It is difficult to translate and the source of many confusions. Therefore, for the sake of differenciation, a division is sometimes called a "flotilla division".
