According to Petr Exner, four regional coats of arms (and banners of arms) were discussed
and supported by the parliamentary heraldic-vexillological subcommittee. They
are Karlovy Vary, Pardubice, Zlin, and Olomouc Regions. At present, it
is not clear whether regional symbols will be approved all at once or step-by-step.
Jan Zrzavy, 2 Jun 2001
Description of the first four flags of the regions of the Czech Republic
that have bee approved by the parliamentary
heraldic-vexillological subcommittee. Note that they are still proposals
(as they have not yet been officially declared by the chairman of the House
of Representatives) and that some details are not clear (some regions sent
to the subcommittee only the proposed coats of arms and their 'translation' to the
armorial banners is not always unequivocal).
Pardubice Region (Pardubicky kraj): The flag is quartered. The upper
hoist field is red with a white double-tailed lion with yellow crown, tongue,
and claws. The upper fly field is blue with a red-white checkered eagle
with yellow crown, beak, and legs. The lower hoist field is blue with a
white ashlar wall with three "teeth" and with a gate (within the gate,
there is a yellow globe, the gate's voussoir with a black lyre). The lower
fly field is red with a fore half of the white jumping horse with yellow
hoofs and bridle. Ratio 2:3. .

There is one problem: it is not certain that the wall should touch the
vertical (and the lower?) limits of the blue field. Alternatively, this
might be blue field with a white "tower" including the gate.

According to recent message from Petr Exner, the chairman of the House
of Representatives of the Parliament of the Czech Republic has approved
(June 27, 2001, decree No. 87) symbols of the Karlovy Vary Region ("Karlovarsky
kraj"), Pardubice Region ("Pardubicky kraj"), and Olomouc Region ("Olomoucky
kraj"). Their coats of arms are the same as in Czech
Vexillological Pages; some details of their flags have to be defined
because the "translation" of coat of arms into flag is not unequivocal (Karlovy
Vary Region - number of peaks of the wavy stripes, Pardubice Region - width
of the wall).
Nevertheless, there are three regional flags within the Czech Republic,
not proposals.
Jan Zrzavy, 10 Jul 2001
Today the speaker of the House of Representatives of the Parliament
of the Czech Republic delivers coats of arms and flags to first three regions (Karlovy
Vary Region, Pardubice Region, Olomouc region).
Jan Zrzavy, 14 Aug 2001
A minor comment to Pardubice Region coat of arms and flag: the official image
of the coat of arms includes *four* battlement 'teeth'. I believe the number is
not incidental (as the region consists of four districts) and also the
flag should include four teeth, instead of three.
Jan Zrzavy, 22 Nov 2001
The official image of the coat of arms of the Pardubice Region (Czech Republic)
shows that the half-horse is silver/white with golden/yellow hoofs (the
previous versions displayed silver/white hoofs).
