Nymburk is the main town of Nymburk district, some 50 km east of Prague in the Czech Republic.

Any idea about a horizontal variant? And is the vertical version more often? And does this reflects the general practice in Czechia? Just asking...

Don't know. But if it is anything similar to practice in Slovenia, it may be that there is no horizontal version prescribed. Namely, in Slovenia there are local flags, especially those that are of rather long proportions, that are prescribed only for vertical hoisting, and are never actually used in horizontal - decisions of their adoption may often prescribe that the flag should not be slanted more then 45 degrees from vertical axis. In other cases it is easy to "construct" the horizontal variant, and such is sometimes done, even if not prescribed by legal decision (unles they prohibit it).

If "your" flag is of such latest type, is it "obvious" that white over red bicolour is used with the Coat of Arms offset to hoist (but, of
course, rotated to be vertical again).

No, all officially approved Czech municipal flags are primarily horizontal, and the relationships between vert/horiz form of a flag are the usual ones (horizontal *above* = vertical *left*).
