Cuxhaven Flag

The flag of Cuxhaven is white-red with the arms. Sources: Stadler 1970 and Keyser 1939-1974. Also the image at this flagseller's website - the writing Cuxhaven and the extra border around the arms are probably just artistic license. Cuxhaven belonged to Hamburg

Until 1937 (an outpost at the mouth of the Elbe similarly to Bremerhaven in Bremen). The white-red of the flag are the colours of Hamburg.
From Ralf Hartemink's International Civic Arms website: "The arms have been in use since 1913 and show the important local beacon. The beacon was built in 1718. The base of the shield symbolizes the Elbe river and the North Sea. The city is an important harbour and is dependent on fisheries and shipping."

Cuxhaven was never part of Bremen. It was part of the Free City of Hamburg till 1937 and became then part of the Prussian province of Hanover and therefore 1946 part of the federal state of Lower Saxony.

1932 Flag

City of Cuxhaven (Cuxhaven county, Lower Saxony)
Flag reported 1932: It is a white over red horizontal bicolour with the coat of arms in its centre, topped by a mural crown in natural colour, i.e. brownish, with three towers. The upper edge of the shield is embowed.
The current CoA has, as far as I know a golden mural crown and the upper edge of shield isn't embowed. But the image on the city's website is tiny.

Other Flags

A photo of the flag of Cuxhaven, taken on 16 June 2008, is available on Flickr. On the flag, the coat of arms is surmonted by a  yellow mural crown. Moreover, the beacon and the thin border around the shield seem to be blue and not black.

The blue line around the shield is probably a rather rarely encountered version, I guess.
