Why does this municipality use the Bavarian arms? And is the municipality
allowed to use a state's arms?

I don't know why the Bavarian arms are used. The municipality has belonged
to the Bavarian Palatinate for over a century - perhaps that's why. Apparently
it is allowed, for the arms were granted and are being used.
