The Hamburg Port Authority(HPA) is an institution of public legislation and is owner of most real estates in the Hamburg harbour area proxying the city of Hamburg. It is not a municipal authority, though the literal translation would be comprehensive authority. We learn: a comprehensive authority is not a real authority.
Its predecessor was the Bureau of Hamburg Port Authority, a department of the Authority of Economy and Labour. HPA was finally established in October 2005 after on 1 March 2005 the Department of Development of River and Harbour had merged with the harbour related departments of Ports, Service and Economic Facilities.
HPA has nearly 2000 employees and is maintaining the complete harbour management incl. real estates management, security of shipping traffic, harbour fees, communications, streets and railways in the harbour area, maintenance services for seamen and finally flood warnings.

Description of flag:
It is a white flag. Shifted to the hoist is a greenish blue inscription "HPA", where the first two letters share one line and the "P" is partially superimposing the "A". At the fly is a red Hamburg castle, modern style having an open door and superimposing a greenish blue upright anchor. Beneath the ensemble is an inscrirption of the same colour "Hamburg Port Authority" nearly exceeding the whole width. Until September 2005 the predecessor flew the Admiralty flag, but after having been changed from an authority to an institution it lost permission to hoist it. So the Admiralty flag nowadays just remained as a jack of Hamburg's public vessels.
