Mühldorf am Inn is the capital and seat of the county and uses old arms; the first seal probably dates back to 1290, already showing the canting symbol of the millwheel ("Mühle" is mill).
The arms show: Argent, a mill-wheel Gules. The flag is red-white, and shows the arms in the center, slightly shifted to the top. A photo of the flag can be found at the website of Mühldorf.
