Samtgemeinde* Lühe (Stade county; Lower Saxony)
Description of flag: The ratio is estimated 3:5. It is a white
over green horizontal bicolour with the coat of arms in its centre.
Description of coat of arms: The green shield is divided by a silver
fessy, wavy line. On the chief and the base three white roses each are
superimposed.
Meaning: The arms show the Lühe river and six roses, one for each of
the municipalities. They are: Grünendeich, Guderhandviertel, Hollern-Twielenfleth,
Mittelnkirchen, Neuenkirchen and Steinkirchen, which is the administrative
centre of the Samtgemeinde.
Source: I spotted this flag on 6 May 2009 in front of the DLRG rescue
station near Horneburg.
*A "Samtgemeinde", also called "collective municipality"
is a combination of several municipalities to an administrative community
in Lower Saxony.
