The flag's ratio is 3:5. It is a red over yellow over red horizontal triband with ratio 1:3:1 and the coat of arms in the centre of the yellow stripe.

It is a red - yellow - red vertical triband with ratio 1:3:1 and the coat of arms shifted to the top.

Coat of arms

Description of coat of arms:
The shield is divided per fess, the upper half is divided per pale. The 1st field shows a golden(=yellow) oak leaf in a red field.Tthe 2nd field shows a red coulter in a golden(=yellow) field. The 3rd field shows ablack beaver's head tongued red in a golden(=yellow) field.
Meaning:
According to source the city of Hörstel was bulit by merging of the city of Bevergern with the municipalities of Riesenbeck and Hörstel. The beavers head is canting and taken from the arms of former city of Bevergern, the coulter is taken from the arms of Riesenbeck and symbolizing agriculture. The oak leaf is new and probably symbolizing the forests of near forest of Teutoburg.
