The parish of El Altar is located in the Penipe canton (Chimborazo
province), 30 km from Riobamba. The parish is made of the communities
of Utuñag, Ayanquil, Asacucho, Ganshi, Palictahua, and Pachanillay,
while the parish center is made of the boroughs of San Pablo, La
Dolorosa, and Ballagan.
El Altar was originally formed by two estates that covered most of 80%
of the territory of the parish: the El Altar estate, owned by Delia
María Andrade de Cabezas, and the Capil estate, owned by Vidal Pastor.
The inhabitants of the communities of Azacucho, Ayanquil, and Utuñag,
who all worked at the Capil estate, revolted against its owners; the
conflict that broke out claimed several lives on the two sides. Twenty
families from The El Altar sued its owner and were eventually each
granted a 7 ha plot, after 11 years of struggle.
The parish of El Altar was established on 26 March 1865, separating
from the parish of Penipe, then part of the canton of Guano.

The flag of El Altar, designed in 2004, is diagonally divided white-
green along the descending diagonal, with a ring of six white stars in
the middle.
White represents the purity of the air and the kindness of people.
Green represents the exuberance of vegetation.
The stars represent the six communities around the parish center.
