Overview

At municipal website there a St. George cross and not Scandinavian cross as previously reported.  Note also that the Coat of Arms show the ship and train but not a plane.
Dov Gutterman, 12 November 2004

The canton was formed on 4 November 1922.
The flag, adopted on 28 October 1960, is blue with a white cross and the municipal coat of arms in the middle. The specifications are given by the municipal website as: "Dimension: 3 m x 1.5 m; Colour: Bright blue, 0.55 m in height, 1.225 m in width; White cross: Vertical stripe, 0.55 m in width; Horizontal stripe, 0.40 m in height; Coat of arms of Manta: In the center of the cross with a blue star."
The Institutional Flag is mentioned on the same page of the municipal website: "For the use by the different institutions of the town, the dimensions are prescribed as 1.80 m x 1. 20m."
The statement "without the coat of arms", present in the previous municipal website (defunct), has been deleted (but the last line of the original document might have been deleted during publication on the website).
The version without the plane and very picturesque is shown. This "earlier" version really looks like an oversimplified representation of the complex coat of arms.
Carlos Thompson, 13 November 2004 and Ivan Sache, 15 October 2008

On 5 November 2008, "El Diario" bitterly regrets that "civism is absent from the parks, sqares and patriotic altars in the public and private institutions, place where the flag of Manta is not hoisted." The flag was seen only on the municipal square, the Undersecretary of Fishery, the Mercy church and the Oro Verde and Howard Johnson hotels, while in the other squares and most institutions "the 86th anniversary of the formation of the canton [4 November 1922] remained unnoticed."
Ivan Sache, 5 November 2008

I found the description of the former flag of the Canton of Manta, in Manabí Province, Ecuador. It was a vertical sky blue - white - sky blue triband with the actual coat of arms in the center of the white band. Dimensions not specified. I assumed 3:1.
