The canton of Huaquillas was formed on 6 October 1980. The place was named after the great number of "huacas", the tombs of ancient indigenous people, found there.
Translated from <www.mipasaje.com>:
"Author: Orlando Naula. The flag is made of two equal horizontal stripes and of an isoscele triangle placed along the hoist and pointing to the limit between the two horizontal fields, charged with a white five-pointed star in the middle. Yellow represents the canton's resources. Red represents the blood that the inhabitants have hed and are prepared to shed to defend the Ecuadorian territorial heritage. The celeste blue colour of the triangle symbolizes the azure sky and is the colour of the sea waters that bathes the canton's coasts."
There is a report that the municipal coat of arms is sometimes used on the flag. Here is its description (same source as for the flag):
"Author: Orlando Naula
The shield of the canton of Huaquillas shows a nice composition of open spheroidal conception. The central body of the shield is covered by a big cog wheel, surrounded by two laurel branches representing strength, rewar, victory. The wheel represents hyperactivity, trade, here the activity and commercial and industrial move of Haquillas as a border post.
Inside the cog wheel is shown the international bridge symbolizing the border location of the canton; under the bridge run the waters of the canal Zarumilla, which forms the border between Ecuador and Peru. Above the bridge is a purple semi-circle on a golden field with a white star in the middle, proclaiming the pacific vocation of the inhabitants and of the parish of Hualtaco.
Red represents the blood shed by the defensors of Ecuadorianity on the border. In the upper part are two stylized wings raising in a demonstration of authority and autonomy. On the base of the wings is a branch of olive; the wings support a caduceous with small wings on top, surrounded by two grass-snakes, emblem of peace, trade, concord and medicine.
The lower part of the shield shows a cornucopia with the fruits of the Earth, symbolizing the canton's resources. Below is a celeste scroll inscribed 'Cantón Haquiilas, Octubre 6 de 1980', the date of formation of the canton.
The upper scroll azure is inscribed 'Huaquillas centinela sin relevo' (Huaquillas reliefless sentinel), meaning the position of border guard of the Ecuadorianity."
