Transnave - Transportes Navieros Ecuatorianos. I suspect that
this is strictly a table flag with such small lettering being
pointless for a proper sea flag and this is supported by Brown
1982 and 1995 with their version of a blue over red biband and a white circle
bearing the 'tNE' logo, apparently stylised in the shape of a
ship, placed in the hoist. Whether the bottom band is red or
orange, or possibly an in between shade, remains a question.
