Flag adopted: 25 November 1996. Coat of Arms Adopted 11 April 1995. Ratio: 7:11. Noarootsi is a rural municipality (vald) in Laanemaa County (maakond).

Noarootsi vald - Colors refer to the connection with Sweden. There was a big Swedish community in Noarootsi municipality before the Second World War. Blue and gold refer also to sea and sand beaches. Sailing boat refers to shipping. Three plums symbolizes three historic parts of municipality (Noarootsi, Sutlepa, Riguldi) which were independent municipalities during the first Estonian Republic. Plums refer also to local sort of plums.
