Strictly speaking, this would imply stripes proportions of 38+3+19. However, I guess the designer's idea was to divide the flag into two (blue and yellow) stripes of proportions 2+1 and then add a white stripe as wide as 1/20 of the flag's height.

A horizontally divided flag, blue over yellow, with the blue being about twice as wide as the yellow and both being separated by a thin white stripe. In the upper hoist, a white water wheel. The latter is canting, Catalan roda meaning wheel – a water wheel in this case, since it refers to one by the river Ter.
