Description

I found the "Lei do Estatuto da Capitalidade da cidade de Santiago de Compostela," or Law of Capitality of Santiago de Compostela of 11 June 2002. Its third article says:

Artigo 3. (...)
3. Como distintivo da capitalidade o escudo de Santiago de Compostela está conformado por dous cuarteis, o dereito coas armas de Galicia, cáliz con Sagrada Hostia con sete cruces periféricas; e o es-querdo co sepulcro do Apóstolo en mármore branco, con forma de arqueta sobre nubes, e no alto unha estrela de ouro radiante; sobre o escudo, a coroa dos Reis Católicos, por detrás, a Cruz Espada de Santiago.
4. A bandeira de Santiago de Compostela é de cor granate e leva bordado, no seu centro, o escudo.

My poor translation from Galician:

Article 3.
3. As a distinctive mark of capitality, the coat-of-arms of Santiago de Compostela is made of two quarters (sic), the dexter one with the arms of Galicia (...); and the sinister one with the Apostle's sepulchre in white marble, in the shape of a chest over clouds, and above it a radiant star of gold; the arms is crowned with the Catholic Kings crown and supported by the cross-sword of St James.
4. The flag of Santiago de Compostela is crimson with the coat-of-arms embroidered (sic) on its centre.
