This flag was proposed for approval at the provincial delegation, but has not been adopted officially. It is based on the colours of the 3th field of the shield (azure field, golden chief, argent eight-pointed star).

The text is not entirely consistent with the image, a tricolour of gold, white and blue. Is there any mistake either in the text or in the image?

I seem to recall the image I described is the one I posted, which was the one in the proposal. The three colours are the same as in the 3th field of the arms (replacing argent with white). This proposal was reported in the Cuenca National Congress of Vexillology 1996 so I cannot remember exactly.

According to the Manual del Estado Español (Handbook of the Spanish State, Spanish text only) by Editorial Lama: no flag; coat-of-arms adopted by the Diputación Provincial on the 20th September 1975, by Decree 2872/1975 of 31st October 1975 (B.O.E. no. 269 of 10 November 1975):

Escudo cuartelado:

Cuartelado: 1.º y 4.º de gules, y el castillo de oro, aclarado de azur y mazonado en negro, 2.º y 3.º de oro, con león rampante coronado, de gules.
De gules, por la "Sangre" y la "Victoria" de la conquista de la ciudad de Cuenca, con un cáliz de oro, símbolo de San Mateo, día en que tuvo lugar la conquista (21 de septiembre de 1177) por el Rey Don Alfonso VIII y sumado de estrella de plata, en recuerdo del día en que comenzó el asedio (6 de enero de 1177), festividad de los Reyes Magos.
De plata, que denota "Integridad" y "Firmeza," con un pino de sinople, en señal de "Servicio," "Juventud" y "Libertad."
De azur, como símbolo de "Justicia" y "Lealtad," con un libro (el Fuero de Cuenca) de oro, con cuyo color se destaca la "Magnanimidad" y el "Poder" del origen real de Fuero.
Al timbre, corona real con cuatro rubíes y cuatro esmeraldas, con ocho florones y ocho perlas intercaladas, con un bonete escarlata, cerrada con ocho diademas guarnecidas también de perlas y rematada con una cruz sobre un globo.
