Horizontally divided flag, white over blue. On the canton, two crossed flags, each horizontally divided yellow-red-yellow-red-yellow-red, with yellow masts, the whole as high as 5/18 [of the flag's height] and separated from top and hoist by 1/9 [of the flag's height].
