Colours from the arms. The central stripes represent the house (mas) on the arms, a canting charge, and the fleur-de-lis is the attribute of the Virgin Mary, a reminder that the original name of the municipality was El Vilar de Santa Maria. The description literally mentions "three stripes as wide as 1/9 of the flag's height, separated from the bottom by 1/3 of the flag's height". There are two possibilities, either the three stripes together measure 1/9 of the flag's height (which is what I have assumed) or each stripe of those three measures 1/9 of the flag's height. In the latter case, the three together would measure 1/3 of the flag's height, and the stripes would be 3+1+1+1+3, which would imply that the fleur-de-lis would run onto the top white stripe.
