A black storm signal flag is shown by Aingeru Astui Zarraga on his site presenting Basque flags at sea. Meanings:

  • one black flag: "Wind is veering to the right (clockwise)"
  • two black flags, one above the other: "Wind is veering to the left (counter-clockwise)."

On another page, the author states that such a flag is to be 1.50 by 1.90 meters, as prescribed by regulations dating from 1948.

The page's title gives the name of that regulation, at any rate it says (in Spanish) "Señales Visuales de Temporal y Puerto," translated as "Visual Storm and Harbour Signals." Some googling led to this page, which identified the publication as "G000005709 REGLAMENTO DE SEÑALES VISUALES DE TEMPORAL Y PUERTO.; VV. AA.; Ed. Fragata. Cadiz 1948. Rustica. 25x17. 36 pp. Ilustrado,"

This (100610 Reglamento de señales visuales de temporal y puerto / Ministerio de Marina, Instituto Hidrográfico de la Marina, Sección Náutica Cádiz : Instituto Hidrográfico de la Marina, 1971 1 v. (sin pag.) : il. ; 24 cm.) must be a newer edition.
