A black storm signal flag is shown by Aingeru Astui Zarraga on his site presenting Basque flags at sea. Meanings:
On another page, the author states that such a flag is to be 1.50 by 1.90 meters, as prescribed by regulations dating from 1948.
The page's title gives the name of that regulation, at any rate it says (in Spanish) "Señales Visuales de Temporal y Puerto," translated as "Visual Storm and Harbour Signals."
