Flagmaster no 4, Winter 1971, has an
article about the flags of the capital cities of Europe. It states the flag of
Helsinki was adopted or used for the first time in 1967 for an exhibition.

The flag is a banner of the arms, and the arms of Helsinki is older than
1967.
The name of Helsinki in Swedish is Helsingfors. About 7.5 % of the city's
population has Swedish as their first language. Helsinki was founded in 1550 and became the capital of Finland in 1812
(before this, the most important city in Finland had been Turku (in Swedish:
Åbo)).

A pennant or streamer with the Helsinki charge can be seen in Helsinki too, the image of the shield takes up the hoist end, tilted like it is meant to be vertically hoisted, while the fly is parted along the pennant in blue and white.
