Customs Ensign

A rectangular Finnish civil ensign with the customs emblem in the canton. The emblem consists of two black Caduceus in saltire an the Finnish coat of arms over the top. The emblem is, I guess, related to the similar Russian emblem that was known in Finland until independence. The emblem height is set to half the white canton height.
