All "British Arctic Territory" flags are hoaxes, developed by Clay Moss et al. on April Fools' Days

This amusing, but unofficial tourism flag has become very visible along many
of the more popular British Arctic Territory (BAT) resort and beach fronts in
recent years. The design can be traced back to a well-known surf and swim-wear
shop located near the boardwalk and amusement park in the coastal vacation and
resort city of Brr. It should be pointed out here that this flag has absolutely
nothing to do with the official BAT Tourist Bureau (BATTB), or the local Chamber
of Commerce of the City of Brr.
The Tourism Flag has also recently been
reported being displayed at several of the more popular BAT alpine skiing
resorts and clubs, and was carried in the opening ceremonies of the Arctic
Winter games by members of the BAT cross country ski team.

Your flag is correct, but shown in reverse image. The hoist runs right up the
snowbear's back.
