Since its inception (1957?) the Civil Service Sailing Association has used a fouled anchor, but it is properly
described as an anchor 'fouled by red tape'.

The burgee is a white pennant with blue and red borders all around, and a blue anchor tilted from lower hoist towards upper fly, and fouled by a single strand of red tape.
