HSLS was established on 20 May 1989 in Zagreb, being the first party formed when multipartism was set up. Many politicians now in other parties were initially members of HSLS, most notably President Tudjman just before he formed his own party. In the 1990s, HSLS was the strongest opposition party; in coalition with SDP and four other parties, HSLS won the 2000 election. After the defeat in the 2004 elections the party split, a splinter group forming LS. HSLS formed a coalition with HDZ and held several ministry offices in 2004-2008. In 2006 LS and HSLS united again, changing the party's emblems.

The flag of HSLS is prescribed in the party's statutes adopted in 2006 (website) as "rectangular with the emblem in it", presumably a white flag with the emblem in the middle.
The new emblem of the party consists of the blue italicized block letters "HSLS" followed by a red square dot and underlined with a yellow arched
line.

The first flag of HSLS is yellow with the party's emblem in the middle, above the blue letter "HSLS". The emblem consists of three superimposed rotated squares, with the word "liberali" in white cursive script.
