The symbols of Konjščina are prescribed by Decision Odluka o grbu i zastavi Opcine Konjščina adopted on 20 December 1996 by the Municipality Assembly and published on 31 December 1996 in the County official gazette Službeni glasnik Županije Krapinsko-zagorske, No. 24.
The Municipality Statutes Statut Općine Konjščina, adopted on 6 June 2008 by the Municipality Council and published on 14 July 2008 in Službeni glasnik Krapinsko-zagorske županije, No. 12, provide a reference to the aforementioned Decisions and a full description of the symbols (Article 10).
Conclusion Zaključak (o suglasnosti uporabe grba i zastave Općine Konjščina), adopted on 15 December 1997 by the Municipality Council and published on 23 December 1997 in Službeni glasnik Krapinsko-zagorske županije, No. 15, prescribes, among others, that all civic associations active in the muniicpalities whose activities are subsidized with the municipality budget may use the coat of arms and the flag after filing a written request and in accordance with the previous Decision on the coat of arms and the flag.
The flag is described as follows.
... coloured green with the coat of arms in the top corner next to the hoist, and the coat of arms is bordered with silver. The flag may be edged with a ribbon coloured golden.
The process of adoption of the symbols was prescribed by Decision Odluka o utvrđivanju postupka za donošenje odluke o grbu i zastavi Opcine Konjščina adopted on 4 July 1994 by the Municipality Assembly and published on 21 July 1994 in Službeni glasnik Županije Krapinsko-zagorske, No. 16.
The Municipality Executive Board had to appoint a Commission to lead the process. The Commission was tasked to produce three variants of the proposals based on the "historical facts, current moment, and the proposals of the arms proposed so far, with their authors being present, as well as the discussions on them held in the Municipality Assembly so far" and was given 5 days to do so.
The three proposals were publicly displayed on boards in the
municipality, so that all citizens had chance to provide their proposals
and objections regarding them, in written form, within 8 days. The
written acts regarding this should have included the motivation and explanation for the proposal or objection. Immidiately following that, the
Commission had to draft a Decision adopting the symbols for the Municipality Assembly. On the Municipality Assembly session, the members
of the Executive Board and the Commission had to be present to provide
answers to the eventual questions in the discussion. The Decision was
made by the majority of all Assembly members. After the adoption, the
Decision was sent to the Ministry of Administration for approval.
The request contained, beside the Decision, the Municipality Statutes, the
"photographs" of the coat of arms and of the flag, as well as their explanations. Had the Ministry approved the symbols, the Municipality Assembly should have be informed on it and the Administrartive division should have opened the bids for their production,
proposing to the Magistrate the Decision on the production (choice of
the manufacturer and quantities). Had the Ministry not
approved the design, one should have immediately start the process to follow the guidelines provided with the Ministry's act.

Coat of arms of Konjščina - Image by Željko Heimer, 26 January 2015
The coat of arms (image) is described as follows.
... is a shield linear in its top part, in its green field is a white (silver) horse head, pierced with a black arrow into the neck. The arrow feathers are black. Red blood purs from the wound on the neck. The coat of arms is outlined with a black line, twice as tick as the other lines in the shield.
Decision Odluka o izmjeni i dopuni Odluke grbu i zastavi Opcine Konjščina adopted on 26 March 1997 by the Municipality Assembly and published on 2 May 1997 in Službeni glasnik Županije Krapinsko-zagorske, No. 3, only adds a longish Article describing the symbolic of the design, but changes nothing to it.
The coat of arms of the municipality of Konjščina described in Paragraphs 1 and 2 of this Article symbolizes:
- green field - Hrvatsko zagorije [a region north of Zagreb] (location of the muniicpality of Konjščina);
- horse's head - as a symbol, it was taken from the historical coat of arms of the Counts of Konszky, on whose land, according to some documents, the municipality of Konjščina developed (the Konszky family had in its arms a horse "raising" from a crown in a blue field). Besides, the horse [in Croatian, konj] symbol directly identifies the name of Konjščina;
- depicted with the neck pierced with a black arrow, with blood pouring out, reminds a component of history, that is, the struggle against the Turks for freedom and independence.
Through the described symbolic the coat of arms of the municipality of Konjščina represents the municipality as an integral part of Hrvatsko zagorje, as part of the Krapina-Zagorije County. The symbol of horse, with is its head pierced with an arrow, directly represents the name Konjščina, while the horse itself represents the power of spirit over the senses and a symbol that we are moving through present towards better days without forgetting the links with the past. On the old we are building the new.
