The symbols of Rovinj are prescribed by Decision Odluka o grbu, zastavi, stijegu* i imenu grada Rovinja, published in the Town official gazette Službeni glasnik grada Rovinja No. 5 (1996) and/or No. 4 (1999).
The flag, which is hoisted on the Town Assembly and few other sites in the town, as seen in 2001 and 2003, is in proportions 1:2, blue with the coat of arms in the middle; atypically, this is bordered with two columns of golden ornaments, oak leaves and acorns at hoist and laurel at fly.* The word stijeg used in the Croatian title of the Decision is obviously meant to match the Italian word gonfalone. The word stijeg is usually interpreted to mean "standard" (both have roots meaning "to stand"). In Croatian decisions of this kind, the gonfalon is usually named svečana zastava (ceremonial flag) or gonfalon. I can not remember any other local entity using the word stijeg for this kind of flag.

The coat of arms is white with a red cross, as it is the case for a number of Istrian towns. The cross of Rovinj has an arched shape, probably derived from the representations of the oval concave shield, typical of the Italian heraldic influence. The modern reporesentation of the coat of arms has an other shield shape and a civic (mural) crown above the shield.

The coat of arms of Rovigno used before the Second World War, during the Italian rule (website), was basically the same as the modern one, differing in the artistical rendition. A blue flag (postcard, gonfalon) with the shield of the arms is recorded also in the 1890s, and was probably used before.
