Novi Vinodolski is a town of about 5,000 inhabitants on the coast facing the island of Krk. In the 13th century, it was ruled by the Counts of Krk - Frankopans, one of the most prominent Croatian noble families.

The symbols of Novi Vinodolski are prescribed by Decision Odluka o grbu i zastavi Grada Novog Vinodolskog, adopted on 18 June 1998 by the Town Assembly and published on 10 July 1998 in the County official gazette Službene novine Primorsko-goranske županije, No. 14.
Decisions Odluka o izmjenama Odluke o grbu i zastavi Grada Novog Vinodolskog, adopted on 27 March 2008 by the Town Assembly and published on 4 April 2008 in Službene novine Primorsko-goranske županije, No. 11, and Odluka o izmjenama Odluke o grbu i zastavi Grada Novog Vinodolskog, adopted on 5 June 2008 by the Town Assembly and published on 20 June 2008 in Službene novine Primorsko-goranske županije, No. 23, change the wording of Articles 15 and 14 of the 1998 Decision, respectively, regarding the fines for misuse of the town symbols.
The Town Statutes Statut Grada Novi Vinodolski, adopted on 9 October 2001 by the Town Assembly and published on 10 October 2001 in Službene novine Primorsko-goranske županije, No. 24, describe the symbols. So do the current Town Statutes Statut Grada Novi Vinodolski, adopted on 15 July 2009 by the Town Assembly and published on 24 July 2009 in Službene novine Primorsko-goranske županije, No. 28.
The flag is in proportions 1:2, "azure blue" with the coat of arms, bordered yellow, in the middle.
The yellow border is not mentioned in the Decision, while the flags in actual use do show it.

The coat of arms is "Azure a tower argent embattled masoned and with windows sable issuant from a mullet or".
As reported by Oštrić [osg02], the tower represents the castle built by the Frankopans; the six-pointed star is inspired by the Frankopan family coat of arms ("Per fess gules and or in the first a mullet of the second").

"Burin" is the Croatian name of the north-eastern wind blowing from the coast towards sea in wintertime, but milder than bura.
The burgee of the club (website) is a triangular pennant colored red-white-blue in chevron pointing to the fly and with the white initials "YCB", presumably for "Yacht Club Burin", at hoist.
