The symbols of Gornji Bogićevci are prescribed by Decision Odluka o načinu opuroba grba i zastave općine Gornji Bogićevci, adopted on 1 August 1997 by the Municipality Assembly and published on 19 September 1997 in the County official gazette Službeni vjesnik Brodsko-posavske županije, No. 8.
The symbols were adopted by a Commission made of Stjepan Dukanović, Mijat Baković and Jozo Bungić, appointed by Document Rješenje o imenovanju Komisije za izradu grba i zastave općine Gornji Bogićevci, adopted on 6 June 1997 by the Municipality Assembly and published on 18 June 1997 in Službeni vjesnik Brodsko-posavske županije, No. 4; the adoption process was prescribed by the companion Decision Odluka o pristupu izradi grba i zastave općine Gornji Bogićevci, adopted on 6 June 1997 by the Municipality Assembly and published on 18 June 1997 in Službeni vjesnik Brodsko-posavske županije, No. 4.
In the adoption Decision, Articles 10 to 12, where the description of the coat of arms and the flag should have been, are simply left blank in the published text. Whether this happened because the design had not been decided upon yet, or, simply, because the Municipality officials were unsure of the exact wording of the description, possibly waiting for experts to fill it in, is not known. However, the design was soon used, having been reported already in 2000.

The Municipality Statutes Statut općine Gornji Bogićevci, adopted on 27 May 1998 by the Municipality Assembly and published on 24 June 1998 in Službeni vjesnik Brodsko-posavske županije, No. 5, mention the coat of arms and the flag in Article 5, stating that "the shape, colour and size of the flag as well as the use of the coat of arms and the flag shall be determined in a separate Decision".
The Municipality Statutes Statut općine Gornji Bogićevci, adopted on 16 November 2001 by the Municipality Assembly and published on 20 November 2001 in Službeni vjesnik Brodsko-posavske županije, No. 18, include in Article 4 the full description of the symbols. This is repeated in the Municipality Statutes Statut Općine Gornji Bogićevci, adopted on 9 February 2006 by the Municipality Assembly and published on 27 March 2006 in Službeni vjesnik Brodsko-posavske županije, No. 4.

The flag is prescribed as "celestial blue with the coat of arms in the middle".
The yellow border around the coat of arms is not explicitly mentioned in the Statutes but is seen on flags in actual use. Neither are the proportions of the flag, 1:2.

The coat of arms is prescribed as "... semicircular-shaped, the background colour being red. In the base of the shield is a cut oak stump coloured golden from which are growing two saplings. Above it, in the central part of the arms is a dove, wings spread, coloured white with its head towards dexter".
The Decision claims that this is the historical coat of arms of the municipality, which it is most certainly not. The stump with sapling probably represents the new development of the municipality after the war destructions. The white nimbed dove is the symbol of the Holy Spirit.
