The symbols of Sisak were first described in the Town Statutes Status Grada Siska, adopted on 31 March 1994 by the Town Assembly and published on 14 April 1994 in the Town official gazette* Službeni glasnik Grada Siska, No. 5.

The flag is divided into four equal fields by a white cross: the top left field is blue, the top right field is green, the bottom left field is green and the bottom right field is blue.
In the centre of the flag, at the crossing point of the cross there is the coat of arms of the Town.

Article 11.
The Town of Sisiak has its historical coat of arms and flag as its historical symbols, under special protection by the Town.
The use of the coat of arms and the flag and the manner of their protection shall be determined with a special Decision of the Town Assembly.

In the next version of the Statutes, Status Grada Siska, adopted on 23 December 1997 by the Town Assembly and published on 29 January 1998 in Službeni glasnik Grada Siska, No. 2, the symbols are described as follows:

The blue and green colors are layed down horizontally and diagonally symmetrical in four equal fields divided with white lines forming a cross.
The top left field is blue.

Article 8.
The Mayor prescribes a separate general Act on the manner of display and use of the coat of arms and the flag of the Town.

The subsequent Statutes (Status Grada Siska, adopted on 25 September 2004 by the Town Assembly and published on 4 October 2001 in Službeni glasnik Grada Siska, No. 15; Status Grada Siska, adopted on 10 February 2006 by the Town Assembly and published on 16 February 2006 in Službeni glasnik Grada Siska, No. 5; and Status Grada Siska [text], adopted on 13 July 2009 by the Town Assembly and published on the same day in Službeni glasnik Grada Siska, No. 12) all include virtually the same description of the coat of arms and the flag.

In 2009, the Croatian Post Office issued a stamp (notice) in a long-run definitive series picturing various Croatian towns. The stamp issued on 22 January 2009 shows the town of Sisak, with face value of 8.00 kuna. On the stamp are clearly visible flags hoisted from one of the buildings (just under the word 'HRVATSKA') from left to right: the flag of the town of Sisak, the flag of Croatia and the flag of Sisak-Moslavina County. Further down the street yet another national flag is hoisted.

*The gazettes called Službeni glasnik Grada Siska are obviously only excerpts from the County official gazettes Službeni vjesnik Sisačko-moslavačke županije, or, prior to 1997, Službeni vjesnik Županije Sisačko-moslavačke.

The coat of arms of Sisak is described in Article 9 of the 1994 Town Statutes as follows:

The coat of arms of the Town of Sisak is the historical coat of arms of the town in a shield shape depicting a fortress, three rivers and a ship, and a crown above the shield.
The fortress "Stari grad" (Old Town) is composed of three towers, two of which are connected with a wall, while the third is set between the two behind the wall, higher than them. The fortress is white, the stone base, windows and embattlements on the wall and the towers are outlined in black. Around the fortress and on the river banks are stylized green bushes. The rivers are white, the confluence of Odra into Kupa on the left and Kupa into Sava in the right side of the coat of arms. On river Kupa, beneath the fortress, there is a ship sailing from left to right. In the top half of the coat of arms, behind the fortress, the sky is light blue.

In the 1998 and subsequent Statutes, the coat of arms is described in Article 6, as follows:

The coat of arms of the Town is the historical coat of arms of the town in shield shape depicting a fortress with three towers, three rivers and a ship.
Above the shield is a five-towered crown. The colors of the coat of arms are blue, green and white (silver).

In 2006, "blue, green and white (silver)" was corrected to "blue, green and white".

Sisak was granted the status of free merchant place on 29 October 1838, when the Statutes, the coat of arms and the seal were also granted.
A drawing of an older coat of arms is mentioned in a town document of 1896 signed by the first Mayor of Sisak, Franjo Lovrić, depicting the three towers of Sisak surrounded with the three rivers Odra, Sava and Kupa with a ship on them. The current coat of arms is derived from it.
In Laszowski's book of 1934 it is blazoned as: "Azure, on an island vert surrounded with rivers a town massoned argent with three circular towers embattled and with loopholes and on the river a ship".

Former symbols of Sisak

Former flag and arms of Sisak - Images by Željko Heimer, 1 August 2012

The website of the Sisak Town Museum shows a photo of the former flag of Sisak.
Since the current flag was already prescribed in the first modern Statutes of the Town of Sisak, adopted in 1994, this previous flag must have been prescribed either by the Temporary Town Statutes adopted in 1993 and published in Službeni vjesnik Grada Siska, No. 9, or even by some decision of the previous Town Assembly of Sisak. In any case, this flag was used until 1994 when the current one was adopted; several examples of this flag were then deposited in the Museum (as I understood talking with the curator there).
This flag obviously served as a source of inspiration for the current flag design.

The flag is in proportions 1:2, horizontally divided green-blue with a white line separating the two stripes and the municipal coat of arms placed in the middle.
The width of the coat of arms is 1/4 of the hoist and its height is just about 1/3 of the hoist. The width of the white stripe is about 1/30 of the hoist.

The coat of arms is a different artistic rendition of the historical coat of arms of Sisak, here without any crown atop of it.

Flags at Sisak Town Museum

The Sisak Town Museum has a nice collection of old flags (covered in a catalogue [kgj99]) which are displayed in the permanent exhibition.

Five newly obtained flags are shown at the museum website (photos).
Three of these flags are from Croatian units involved in the Homeland War:
- flag #1: 165th Brigade, Sunja;
- flag #3: 1st River Flotilla, Sisak;
- flag #5: 57th Brigade "Marijan Celjak", Sisak.
Flag #2 is the old flag of Sisak.
Flag #5 is a variation of the Cultural Monument flag, used all-around Croatia during the Homeland War to indicate sites of cultural heritage protected by the 1954 Hague Convention. This particular flag has the inscription reading "ZAŠTIĉENA POVIJESNA CJELINA", "protected historical complex".
