The symbols of Gornji Kneginec are prescribed by Decision Odluka o opisu i uporabi grba i zastave Općine Gornji Kneginec, adopted on 16 July 2004 by the Municipality Assembly and published on 23 July 2004 in the County official gazette Službeni vjesnik Varaždinske županije, No. 21. The adoption of the new symbol was reported on 21 July 2004 in Večernji list by Željko Pavlek (Općina Kenginec Gornji dobila novi grb i zastavu - Simbol pravde Andrije II. Arpadović).
Decision Odluka o opisu i uporabi grba i zastave Općine Gornji Kneginec, adopted on 9 September 2009 and published on 16 September 2009 in Službeni vjesnik Varaždinske županije, No. 32, replaced the previous Decision. There was no change in the description of the symbols but some minor procedure details were changed.
The flag is in proportions 1:2, dark blue with the coat of arms, bordered yellow in the middle.

The coat of arms of Gornji Kneginec is "Azure a pair of scales or and in chief two crowns also or."
The symbols are a simplification of the previous coat of arms; they refer to events that took place in the 11th centrury when Emeric inherited the Croato-Hungarian throne. He was in a feud with his brother Andrew, known as Duke Andrew II Arpád. In 1204, after a victorious battle, Emeric locked up Andrew in the Kneginec tower. Emeric soon died, but before that he had crowned his young son Ladislaus, releasing Andrew to be his guardian and regent. The scales, as a symbol of Kneginec, were granted by Andrew as a symbol of justice for the people who cared and helped him during his imprisonment. The two crowns refer to the two Royal brothers. The recently adopted symbols are a simplification of the previous, unofficially used coat of arms.

The table flag is a vertical version of the municipality flag with the coat of arms topped with the word "OPĆ:INA" and "GORNJI/KNEGINEC" in two rows in the base.

1995-1996
Former flag and arms of Gornji Kneginec, 1995-1996 - Images by Željko Heimer, 29 September 2011
The first symbols of Gornji Kneginec are prescribed by Decision Odluka o opisu i uporabi grba i zastave Općine Gornji Kneginec, adopted on 10 October 1995 by the Municipality Assembly and published on 11 November 1996 in Službeni vjesnik Županije Varaždinske, No. 16.
The flag is prescribed in Article 9 as follows:
... in proportions 1:2, meaning here the ratio of the height to the length of the flag. On the left side of the flag is a white field along the entire flag's height, its length being 3:7 of the flag's length.
In the middle of the white field, the coat of arms of the Municipality is depicted in its original colours.
The right part of the flag (4/7 of its total length) is divided into five equal horizontal stripes, the first, third and fifth being red and the second and fourth being white.
The five-striped flag was inspired by the similar flags of the Town of Varaždin and of Varaždin County. Unfortunately, this was against the regulations and was not approved by the Ministry.
The coat of arms is prescribed in Article 8 as follows:
On the red background of a shield, on the top of a green mount, is standing a white conical tower with embattlements. In the centre of the tower is a window with silver crossbars from which is extending an arm holding golden balanced scales. Above the tower is a golden crown.
On the left side is a golden branch of grapevine with a single golden bunch of grapes and a single golden leaf. On the right side of the tower are three golden wheat ears.
The ears and the grapevine branch are crossing each other in the base of the shield.
The municipality found out an appropriate way what to do with these old symbols, which were given to the local folklore society that shall continue to use them and thus preserve in a lively way a bit of the history.

1996-2004
New symbols were prescribed by Decision Odluka o opisu i uporabi grba i zastave Općine Gornji Kneginec, adopted on 19 August 1996 by the Municipality Assembly and published on 3 September 1996 in Službeni vjesnik Županije Varaždinske, No. 15.
The flag is prescribed in Article 9 as follows:
... in proportions 1:2, red. In the middle of the flag is a shield with the coat of arms of the Municipality of Gornji Kneginec depicted like in the original pattern.
The coat of arms is prescribed in Article 8 as follows:
On a black background of the shield an arm is issuing holding golden balanced scales. In the top right corner is an auxiliary symbol in the shape of a golden crown.
Although this 1996 design was formally valid all the time until 2004 when the current set of symbols was adopted, it seems that the original 1995 set was in de facto use throughout until 2004. In any case, I have not found images of these black coat of arms and the red flag with it.
