The municipality of Starigrad (1,893 inhabitants in 2001, 1,100 in the village of Starigrad) is located some 40 km north-east of Zadar, in the coastal region beneath the Velebit Mountains.
The Starigrad Paklenica National Park, with a monumental canyon entering the sea, is situated in the municipality, being its primary source of tourist income. Outside Starigrad are the remains of the Roman settlement of Vegium, badly damaged by bombing during the Homeland War in the 1990s.

The flag and arms of Starigrad are prescribed by Decision Odluka o donošenju grba i zastave Općine Starigrad, adopted on 26 November 1998 by the Municipality Assembly and published on 25 January 1999 in the County official gazette Službeni glasnik Zadarske županije, No. 1.
The symbols are described in the Municipality Statutes Statut Općine Starigrad, adopted on 4 October 2001 and published on 10 October 2001 in Službeni glasnik Zadarske županije, No. 7. This is repeated in the Municipality Statutes Statut Općine Starigrad, adopted on 31 January 2006 and published on 1 February 2006 in Službeni glasnik Zadarske županije, No. 3, and in the current Municipality Statutes Statut Općine Starigrad, adopted on 9 July 2009 and published on 19 August 2009 in Službeni glasnik Zadarske županije, No. 16.
The symbols (images) were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is described in Article 9 of the Decision as follows:
The flag is of a single colour - blue, with a ratio of length to width of 2:1, in accordance with the Law. In the middle of the flag, at the crossing point of the diagonals, is the coat of arms of the muncipality, printed on both sides, bordered yellow.

The coat of arms is described in Article 2 of the Decision as follows:
In a semi-circular shield on a blue field a white-silver rocky canyon with steep rocks at the left and the right and in the chef between a white-silver vessel with two handles (Old Roman glass container).
The coat of arms in actual use features a simple jar without handles.
The rocky gorge in the coat of arms depicts the Paklenica canyon.
