"The Haitian National Police (French: Police Nationale d’Haïti) or PNd'H, is the law enforcement and defense force of Haiti. It was created in 1995"

According the law on the police of Haiti dated 29 november 1994, la police has the following institutions
1. La Police nationale d’Haïti;
2. L’Académie nationale de police (ANP);
3. L’École nationale de police (ENP).

There's also this flag, but I cannot recognize if its a Police academy flag, a special unit or any of the Directorates' flag.

The flag of the PNH is white with the arms. There's several images in the web, but not too much good. Some of the betters are seen here. The flag you referenced can't be the Academy flag, because the arms are not from the academy, as you can see here. Then, as you say, must be a special unit or any of the Directorates' flag.

The School (Ecole) perhaps has a flag divided horizontally white over dark blue and in the center a shield light blue (celeste) with the letters ENP; the shield is surrounded by stars (21 or 22), alternatively medium blue and red (10 red and 11 or 12 blue) and furthermore above a bigger red star. Notice that the departments of Haiti are 10 and is unclear that mean the stars.
Many photos related with the police school show this colors white over blue but I don't see them in fabric flag.
