Local Council Bine (Be'ene) is situated north to Acre-Zefat road, 17 km east to Acre and 3 km NW to Karmi'el . A Local Council since 1975 with 5,800 inh., mostly Muslims. The Local Council wrote me (my translation, remarks in brackets):
The authority has an official flag [meaning an emblem] which was approved by the council on 14 May 1984 in council meeting no. 9, and was published in the Rashumot [official gazette] on 11 February 1990, in YP [Yalkut HaPirsumim or 'Publications Gazette' section] 3741 p. 1767. Note: the authority flag [again meaning the emblem] is green, the place shown is an holy place in the village and a symbol of building stone walls.
The flag is really white with the green emblem.
