Overview

The International Basketball Federation, (FIBA from its French name Fédération Internationale de Basket-ball), is an association of national organizations which governs international competition in basketball. FIBA defines the international rules of basketball, specifies the equipment and facilities required, regulates the transfer of athletes across countries, and controls the appointment of international referees. A total of 213 national federations are now members, organized since 1989 into five continental zones or "commissions".

Flag at the London 2012 Olympics

The protocol manual for the London 2012 Olympics (Flags and Anthems Manual London 2012 [loc12]) provides recommendations for flag designs. Each international federation and international paralympics federation was sent an image of the flag, including the PMS shades, for their approval by LOCOG. Once this was obtained, LOCOG produced a 60 x 90 cm version of the flag for further approval. So, while these specs may not be the official version of each flag, they are certainly what the international federation and international paralympics federation believed the flag to be.

Last year Ian Sumner made some scans from the flag manual for the London 2012 Olympics (Flags and Anthems Manual London 2012) which provides recommendations for flag designs of international sporting federations.
For International Basketball Federation - FIBA: PMS 424 grey, PMS 355 green, PMS 137 yellow, PMS 192 red, PMS 3005 blue and PMS black.

There are 208 nations affiliated with the Fédération Internationale de Basketball, founded in July of 1932 on the 18th. There flag is a white background with the logo in blue. The flag was adopted on the date of foundation.
I note that the flag itself claims to be 'FIBA' - I assume this therefore is a federation of basketball associations?

A black flag with a globe made of various coloured hands and white seams as on a basketball. Below the letters FIBA in white.
At the opening ceremony of the FIBA under-19 world basketball championships, being held in Auckland, NZ, was a traditional opening march-past of the 16 nations' flags, starting with the flag of FIBA, the world governing body of basketball. I obtained a screenshot. The intriguing thing about this flag, as paraded, is that it seems to be a vertically hanging flag, at least as far as the lettering and logo are concerned.
The flag features the logo of FIBA, showing five hands in the colours of the Olympic rings (but with black replaced by grey) encircling a basketball, on a black background (this logo is shown at the top of the FIBA official website at http://www.fiba.com/).
The flag also has (capital, sans-serif) letters FIBA. There is further small writing along the fly, which looks like it is FIBA's motto "We Are Basketball".
