At
http://www.thenation.com/doc/20090803/sarfaraz is a report by "The Nation"
on speculation about who may succeed the Supreme Leader of Iran. Ayatollah
Mahmoud Hashemi Shahroudi is apparently the front runner; a photo shows him in
front of a black flag with a golden emblem centered on a pair of scales. Since
Shahroudi is chief of the clerical Judiciary, this might be its flag, or of the
parallel Ministry of Justice.

Another flag is shown at
http://www.yjcphotos.ir/photos/ImageDesc.aspx?ImageID=50640 - a blue flag
with a dark blue balance - which might also be the flag of the Ministry. This
flag could however be any of the following entities: Revolutionary Court, Public
Court, Court of Peace, and Supreme Court of Justice.

There are three picture galleries (

http://www.yjcphotos.ir/photos/ImageGroup.aspx?GroupID=24852 and
http://www.yjcphotos.ir/photos/ImageGroup.aspx?GroupID=24769 ) that show a
flag that seems to be that of a Judicial and/or Religious Court. Or maybe the
Iranian Police, as seen in this other picture gallery:
