In 1804 is attested the use by the Kingdom of Two Sicilies of a special flag for ships of small charge. It's possible that the flag was created after the temporary republican regim (Partenopean Republic) and lasted until 1806 when Borbons lost Southern Italy and remained only in power in Sicily island.

There are just a couple of sources for this flag: one is the flag poster known as Prospetto Salvatico, by V. Scotti, preserved at La Spezia and dated January 1st, 1804. It was reported to be a flag "particular" for Naples, with no other details. This may mean it was flown by small vessells from Naples proper or under special conditions. Aldo Ziggioto, in his article about the Prospetto Salvatico (Vexilla Italica 1/00 anno XXVII), says that it was probably an ensign for small merchant boats. He also quotes a second source in his work Bandiere degli Stati italiani no. 7, part 1 (Armi Antiche, 1986): a manuscript by Gabriel Hesselberg preserved at Helsingo/r (Danemark). In this paper, called "Nations, Flage, Gio/ser, Standare og Wimpler", the red bordered white flag is given for small merchant boats at a date about 1805 (according to Aldo Ziggioto this manuscript is at least a couple of years later, ca. 1807, though).

The former is displayed a bit too dark, here, whereas the latter has the better location, I guess, but like the other flags on that page has a border on its white edges, though not as pronounced as some of the others.

Same flag (in different ratio), appears at Steenbergen Book (1862) [stb62] as: Naples and Sicile, pilot required, also hemmed with white pilot vessels (probably abolished later than 1860).
