I recently located the website of
the Hokkaido Government, which talks about the symbols of Hokkaido. The
website
(all Japanese), lists the colors and dimensions of the Hokkaido flag. The main focus is that the symbol of
Hokkaido is 10/14th's the hoist of the flag. The colors are provided in
different formats, such as Munsell and CMYK.

The emblem and the flag were adopted on May 1st 1967 by Notice No 775. The
flag proportion is 2: 3. The diameter of the emblem is 10/14 height of the flag.

Adopted on March 5th 2003. The dark blue flag with gold fringe is
charged with a gold sun and rays in white diamond as a Hokkaido
Police emblem and with its name in gold lower fly.
