The city emblem was adopted on Nov 15th 2006 by Notice No 470 but there is no
flag law. The white flag has a black city emblem in the center. The city emblem
is a Buddhist swastika which was a war insignia of the former Hirosaki Domain
lord Tsugaru family. It represents a condignity and a happiness.

The flag of the city of Hirosaki is already reported, but with black mark.
I found red mark on flag but in two versions, by specifications and by photo.

from 2006, part of the city of Hirosaki.
