Thanks to Mr. Kariyasu here is the flag of the town of Owani.

The town emblem was adopted on Jul 1st 1964 but there is no flag law. The dark blue flag has a white town emblem in the center. The town emblem is a stylized kanji 大 O of Owani. The circle symbolizes two rings (Owani) and ski sticks. It represents the town’s exponential development and the town people’s reconciliation and solidarity. There are purple flag variants with and without the town’s kanji name.
